World’s First International Research Conference on Carbon Pricing Set for January 2019

The Carbon Pricing Leadership Coalition (CPLC), an initiative that brings together leaders from government, business, and civil society to drive carbon pricing action around the world, has just announced the launch of the first CPLC Research Conference on carbon pricing to take place in late January 2019.
 
Abstracts of 150 words are due by April 15th, 2018, and should be submitted using the form on this website. 
 
Over the past several years, the world has seen a proliferation of carbon pricing schemes and an increase in the diversity of approaches. Research has underpinned much of this progress and helped increase the understanding of carbon pricing design. Despite this growing body of experience and data, new research and analysis are needed to support effective carbon pricing design and execution.
 
The CPLC will convene researchers, policymakers, and practitioners at this international research conference to strengthen the knowledge base on carbon pricing and foster an improved understanding of the evolving challenges to its successful application.

Leveraging its high-level members of governments, the private sector, and civil society organizations, the Coalition will draw on outcomes of this conference to help bridge the existing gap between theory and practice and to inform future decisions taken by policymakers and corporate leaders.
We want to have a real, evidence-based conversation between practitioners, academia, policymakers, business leaders, and other sectors of society to provide answers to the difficult questions that all of them are asking around carbon pricing.

Andrei Marcu, Co-Chair of the conference and its scientific committee, and Senior Fellow International Center for Trade and Sustainable Development (ICTSD) and Director of the European Roundtable on Climate Change and Sustainable Transition.

We are looking to hear about interesting projects and outputs from across a wide spectrum of disciplines going beyond the usual fields already working on carbon pricing. For example, we would like to hear from researchers on corporate strategy or others working on the relevance of carbon pricing for business and the financial sector. We are particularly interested in a strong turnout from developing countries as well as from a younger generation of researchers and practitioners.

Relevant research themes include, but are not limited to, the following:

        Learning from past and current experience: Case studies on carbon pricing design and implementation, performance review, and evaluation, comparing carbon pricing systems and their effects, understanding actors and affected markets, results of modeling to assess/analyzeenvironmental, macroeconomic, and distributional outcomes of different approaches, etc.;
 
      ​  The political economy of carbon pricing: Political acceptance and feasibility of carbon pricing, use of carbon pricing revenue, distributional effects of carbon pricing, dealing with adverse impacts of carbon pricing, etc.;
 
      ​  Carbon pricing and development: Financing sustainable development with carbon pricing, fiscal aspects of carbon pricing, co-benefits of carbon pricing (indirect effects on pollution, employment implications, economic diversification), pathways to a just transition, etc.;
 
      ​  Carbon pricing and competitiveness: Understanding impacts of carbon pricing on competitiveness, effects, and limitations of policy options to address leakage and competitiveness concerns (free allocation, tax exemptions, alternative approaches), etc.;
 
      ​  Role of carbon pricing in decarbonization: Complementary policies and policy interactions, hybrid approaches to carbon pricing, dynamic effects and climate policy ambition, role of carbon pricing in innovation and energy transition, internal carbon pricing, etc.;
 
      ​  Emerging frontiers of carbon pricing: Linkage and convergence of carbon pricing systems, policy transfer, and diffusion across jurisdictions, extending carbon pricing to new sectors (aviation, shipping, agriculture and forestry), carbon pricing under the Paris Agreement (e.g. operationalization of Art. 6 and NDC (Partnership) support), etc.
 
All submissions will undergo review and selection by a Scientific Committee, with eminent representatives of academia, government, and the private sector.
 
Selection decisions will be communicated by May 31st, 2018, and full papers for conference presentation will be due by October 31st, 2018.
 
Conference proceedings will be published in an edited volume and/or a high-impact, peer-reviewed journal.

2018 Momentum for Change Awards: Call for Applications

The United Nations Climate Change secretariat has opened the call for applications for its 2018 Momentum for Change Awards to showcase global climate action and ambition, as national governments work toward implementing the Paris Agreement and the Sustainable Development Goals.
 
Applications are being accepted from 22 February until 30 April 2018. Individuals, organizations, communities, schools, cities, businesses, industries, governments and others that are taking concrete action on climate change can apply to have their projects recognized here. 
 
Initiatives that are selected for the Momentum for Change Awards are called ‘Lighthouse Activities.’ They are the most innovative, scalable, and replicable examples of what people are doing to address climate change, in the hope of inspiring others to act. Winning activities will be recognized and celebrated during a series of special events at the UN Climate Change Conference (COP 24) in Katowice, Poland, taking place in December.
 
Momentum for Change 2018 Awards Call for Applications
 
Momentum for Change is looking for climate action projects that are already achieving real results in the following four categories: 
 
        1. Women for Results: recognizing the critical leadership and participation of women in addressing climate change, implemented in collaboration with Masdar’s WiSER initiative.
 
        2. Financing for Climate Friendly Investment: recognizing successful financial innovations for adaptation and climate mitigation, implemented in partnership with the World Economic Forum Global Project on Climate Change. 
 
        3. Planetary Health: recognizing novel solutions that balance the need for both human health and a healthy planet, implemented with support by The Rockefeller Foundation.
 
        4. Climate Neutral Now: recognizing efforts by individuals, companies, and governments that are achieving real results in transitioning to climate neutrality, implemented with the secretariat’s Climate Neutral Now initiative.

E-mobility and Santiago’s great race

Taking 67 long years to get to Chile is not much of a record for any race car. And yet that is exactly how long the people of the capital Santiago had to wait for single-seater racing to return to their hometown. But when it did finally come back, the cars involved proved very special indeed and very different from the ones that last raced there. We’re talking, of course, about the all-electric Formula E cars.
 
Now in its fourth season, the ABB FIA Formula E Championship is high on adrenaline but low on environmental impact. The Chilean capital was selected to host the fourth round of the current season on February 3 after two previous outings in Hong Kong and one in Marrakech. First across the line was Jean-Eric Vergne, who drives for the Chinese team, Techeetah.
 
The signature rocket-ship whine of the 20 single-seaters filled the air as they did battle for victory on a circuit of just under 2.5 kilometers that wound its way through the heart of the city. An asphalt ribbon with no less than 12 very tight curves running from Avenida Santa Maria along the Mapocho river, skirting the city’s wonderfully lush Parque Forestal, in the shadow of the city center skyscrapers with balconies packed with spectators. The grueling route was more or less identical to the one used for the Formula Libre event in 1950 which attracted an impressive showing of Formula 1 drivers. It was also Chile’s first and last motorsport grand prix until now, and was won by the legendary Juan Manuel Fangio in a Ferrari. He was followed over the line by another Argentinian, Froilán González, who was also in a Prancing Horse car. The average speed was not much faster than that of the electric single-seaters. The 1950 grand prix was an unforgettable spectacle the likes of which Chileans had never previously witnessed and would have to wait two generations to see again.

Chile at the leading edge in South America
 
That long wait may also have been one of the reasons why last October’s ceremony in the capital to officially announce Formula E’s imminent arrival in Chile took place in front of the Moneda presidential palace and was attended by outgoing president Michelle Bachelet. There was, however, another less romantic, more pragmatic reason, which Chile’s Minister for Energy Andrés Rebolledo summed up succinctly on the day: “Formula E isn’t just a fantastic event, it is also the most effective way of showcasing the advantages of electric cars to Chileans. By our estimation, if we manage to put the necessary regulatory, logistical and market conditions in place, 40% of vehicles in Chile could be electric by 2050.”
 
This undertaking is the first of its kind anywhere in South America and comes in the wake of similar commitments from France, the United Kingdom, the Netherlands, Norway and India. In China, the government has introduced a new rule that all local car manufacturers – as well as foreign companies which import more than 30,000 vehicles a year – must develop at least one electric model by the end of 2019. This approach is going global too with a growing number of countries now determined to revolutionise their transport systems. To a certain extent, it also owes its rapid adoption to the Formula E Championship, which is as much an ambassador for new generation e-mobility (fast and powerful enough to be truly spectacular) as an extreme test bench for honing increasingly efficient technologies which can then make the transition to the broader market and cut e-car prices. One example in particular stands out: the power of the battery in the new single-seater unveiled last January has tripled in just three years and, from next season, will allow drivers to compete an entire race without having to switch cars at the halfway point, as is currently the case.

The Formula E test bench is extraordinarily useful for our Group in particular, which is why Enel is Official Power Partner to the Championship for the second year in a row. The partnership allows us to test out cutting-edge technologies in a competitive environment. They include micro networks managed and monitored by intelligent counters and dedicated software, photovoltaic panels coupled with a futuristic energy storage system, charging points for electric race support vehicles and generators powered by aquafuel. This completely renewable fuel reduces nitrogen oxide emissions by 95%. All these technologies are crucial to Formula E meeting its sustainability goal of zero impact racing by the end of next season.
 
The launch of Enel X
 
On the same day in Santiago, we also hosted the Chilean launch of our new Enel X business line, a steadily growing range of digital products and customer services that includes leading-edge e-mobility solutions. The aim is to connect people, homes, companies and cities on a single integrated network. The launch was attended by the Minister for Energy, Andrés Rebolledo.
 
"There has been a radical change in our approach to energy over the last few years in this country. One big and very practical step forward is that now, when we talk about e-mobility, everyone knows what it is and the kind of improvements it can make to the environment and our quality of life," Andrés Rebolledo, the Chilean government’s Minister for Energy.
 
The Minister underscored the fact that February 3 will go down in the history of progress in Chile, but added that the country still has a lot of work to do: “You can’t create a revolution like this on your own. Our government needs help from businesses, from people who can provide the ideas and tools to translate them into reality. Through its commitment to Formula E and tech development, Enel really does represent a new frontier in the energy sector.”

This is an important acknowledgment for our Group as we have been operative in this South American country for many years through Enel Chile and its subsidiaries Enel Generación Chile and Enel Distribución Chile. Enel Green Power Chile also gives us a significant presence in the renewable energies market, with a total installed capacity of around 7.5 GW (4.8 GW renewable and 2.7 GW thermal), 1.9 million customers and over 2,200 employees. Chile is a strategic country for us: it’s where we have headquartered Enel Americas, our platform for investing in conventional generation and distribution in other South American nations (Argentina, Brazil, Colombia, Peru).
 
Formula E might well open up a new frontier. But this time, it won’t take two generations to get there...and beyond!

The world is more connected than ever. United we are addressing our generation’s challenge, climate change. We are all for the green, the green transition to a low-carbon resilient future. But this is only possible with a solid understanding of our climate system. That is why we are celebrating 30 years of the Intergovernmental Panel on Climate Change (IPCC). (see full program)

The IPCC has been scrutinizing and collating all the published scientific work that has been done on climate change, issuing sober reports that reveal the vital evidence we need to work on protecting our lives and the planet we live on for future generations.
 
To mark 30 years of mobilizing climate science, to celebrate the IPCC achievement and debate what needs to be done going forward, a series of events under the All4TheGreen umbrella and organized by Connect4Climate, will be presented in Bologna at the oldest university in Europe, on Monday, February 26th, with internationally renowned scientists, government representatives, academics and IPCC leaders all present.

Last year, All4TheGreen gave the city of Bologna a real buzz with a hive of environmental activities leading up to the G7 Environment Ministers meetings. About 100 events around the city emphasized our need to find lasting solutions for environmental protection and the climate challenge, and highlighted the unstoppable momentum pushing for a low-carbon resilient future, that we are all for the green.
 
The IPCC event next week will be preceded by a screening of "Viaje a Los Pueblos Fumigados" with an introduction by the Argentinian director Fernando Solanas at the Cinema Lumière in Bologna on Saturday, February 24. The screening is presented in partnership with the Fondazione Cineteca di Bologna as part of Connect4Climate’s Film4Climate initiative.
 
The program for Monday, February 26, includes discussions on Climate Knowledge for Action, linking Climate Action to Sustainable Development and the Role of the IPCC and its Future. Renowned speakers and leaders on climate science will inspire from Europe’s oldest University town, online through the Connect4Climate community, and the day will culminate with the special artistic performance “Cracking Danilo Rea”: a dialogue between man and technology created by artist Alex Braga, who works across music and concept art, and designed with Danilo Rea, one of the most influential piano improvisers worldwide.
 
The main proceedings will open at 10:30 am with introductory greetings from the Rector of the University of Bologna, Francesco Ubertini, IPCC President Hoesung Lee and Minister Gian Luca Galletti. At 11:30 am there will be a session on climate knowledge for an ambitious action, which will be attended by H.E. Deo Saran, Fiji’s Ambassador to the Kingdom of Belgium, Permanent Representative to the European Union and Special Envoy to UNFCCC. At 2:30 pm a panel on climate actions in favor of sustainable development is scheduled with the Director-General of the Ministry of the Environment, Francesco La Camera, and the president of the WWF Italia, Donatella Bianchi, taking the floor. At 4:00 pm the panel on IPCC looking at a low-carbon future and, at 6:45 pm, the live concert of Danilo Rea and Alex Braga.
 
 
 
Open to all, the proceedings will aim to increase awareness among the public - and above all the young - on climate change and to stimulate a new generation of scientists to continue their efforts to uncover and share widely the best possible research and analysis for climate action.
